Economy Minister Dr Caoimhe Archibald has launched Businessline, a dedicated telephone helpline to help Northern Ireland businesses navigate trading standards regulations. The free service offers expert guidance on pricing rules, product descriptions, online selling obligations, and weights and measures compliance.
The initiative, operated by the Department for the Economy‘s Trading Standards Service, aims to reduce costly compliance mistakes while strengthening consumer protection across the region. Businesses can access professional advice by calling 0300 077 0323 or emailing tssbusinessline@economy-ni.gov.uk.
What Businessline Offers
The helpline provides practical support on regulatory matters affecting day-to-day trading. Advisers can assist with:
- Accurate description of goods and services
- Pricing regulations and misleading price indications
- Online selling rules and digital commerce obligations
- Weights and measures requirements
- Consumer rights and contract terms
The service operates Monday to Thursday from 9.00am to 5.00pm, and Friday from 9.00am to 4.00pm, excluding bank holidays.
Minister Backs “Valuable New Resource”
Launching the service, Dr Archibald emphasised the challenges facing small businesses without dedicated legal teams. She said: “Businessline is a valuable new resource for local businesses, providing direct access to expert trading standards advice to help them navigate complex regulations.
“By using the service, businesses can reduce the risk of costly mistakes, strengthen compliance and build consumer confidence.”
She added: “Many businesses do not have in house legal or compliance support. Businessline offers practical, accessible guidance to help them get things right.”
Trading Standards Perspective
Richard Knipe from the Trading Standards Service said the overwhelming majority of businesses want to comply with regulations but often lack the resources to interpret complex legislation. He explained: “The overwhelming majority of businesses want to be fully compliant with trading standards rules. This dedicated helpline will help them get the support they need to ensure they meet those requirements.
“Businesses that understand regulation are better placed to succeed. They reduce the risks associated with non compliance, deliver better services for customers, and are more likely to achieve long term sustainability, customer satisfaction and repeat business. This is good for businesses and good for consumers.”
Context and Omissions
The launch comes as the Department for the Economy operates within a constrained budget environment. The Northern Ireland Executive’s 2025-26 budget allocated £799 million in day-to-day spending to the Department, with economy-wide pressures including recent concerns over international trade tariffs and the need to support businesses through regulatory change.
However, the announcement leaves several operational details unclear. The Department has not disclosed the staffing levels dedicated to Businessline, the expected volume of queries, or specific performance targets against which the service will be measured. Nor does it clarify how this “new” service relates to existing advisory functions—the telephone number and email address promoted today have previously appeared in Departmental literature, suggesting this may represent a formalisation or enhancement of existing support rather than an entirely new provision.
The press release also omits any discussion of enforcement data. While the helpline focuses on voluntary compliance, the Trading Standards Service retains powers to prosecute non-compliant businesses. No statistics were provided on current rates of trading standards breaches in Northern Ireland, making it difficult to assess the scale of the problem Businessline is intended to address.
Questions for Consideration
- How will the Department measure the success of Businessline, and will public reporting include call volumes, resolution rates, and business satisfaction metrics?
- Given that the same contact details have appeared in previous Departmental publications, what specific enhancements distinguish this launch from earlier advisory services?
- With the Executive facing significant budget pressures across all departments, what is the annual operating cost of the helpline, and how does this compare to the potential cost of non-compliance to the local economy?
- How will the service coordinate with the Citizens Advice Consumer Service and other advisory bodies to ensure businesses receive consistent guidance across Northern Ireland?
- Will the Department target specific sectors with historically higher non-compliance rates for proactive outreach, rather than waiting for businesses to initiate contact?
What Happens Next
Businesses seeking immediate guidance can contact Businessline on 0300 077 0323 or via tssbusinessline@economy-ni.gov.uk. The Department has indicated that further updates on business support initiatives will be shared through its social media channels, including @Economy_NI on X and @DeptEconomyNI on Facebook.
The success of this initiative will ultimately depend on uptake rates and whether the advice translates into measurable improvements in compliance across Northern Ireland’s business community. With the Executive currently navigating complex post-Brexit trading arrangements and ongoing economic uncertainty, the pressure is on to ensure such support services deliver tangible results for businesses operating on tight margins.
