Department for the Economy Launches Governor Recruitment for Northern Regional College Following Financial Reporting Failures

The Department for the Economy has launched a public appointment competition to recruit six new members to the Governing Body of Northern Regional College, marking a significant step in restructuring governance at the Ballymena-based institution following recent concerns over financial reporting and accountability. The recruitment drive, announced on 23 April 2026, comes just weeks after the appointment of three interim governors and follows the installation of an interim Chair last September to address what officials described as “delays and quality issues” in the college’s information management.

Six Positions Open for Four-Year Term

The competition seeks candidates from business, industry, or professional backgrounds to serve an initial four-year term on the governing body of one of Northern Ireland’s six further education colleges. Successful applicants will join at a critical juncture as the college beds in its new £55 million Ballymena campus while working to restore robust governance standards.

  • Closing date: 12 noon on Thursday 14 May 2026
  • Remuneration: £250 per governing body meeting and £150 per committee meeting or sanctioned event, plus travel and subsistence at Northern Ireland Civil Service rates
  • Time commitment: Approximately one day per month, including six to nine full (evening) meetings annually plus committee work
  • Essential criteria: Leadership and corporate governance skills; strategy and analytical abilities; communication and partnership working experience; plus specialist knowledge in one of sustainability/green economy, business development, digital economy, or managing people
  • Eligibility: Candidates must be, or have previously been, engaged in business, industry or any profession

Push to Address Under-Representation

The Department has explicitly encouraged applications from groups currently under-represented on the Governing Body, including women, people under 40, those with disabilities, and individuals from minority ethnic communities. The competition operates under the Guaranteed Interview Scheme, meaning applicants with disabilities who meet the minimum criteria will be guaranteed an interview.

The call for diversity comes as public appointment data continues to show challenges in achieving balanced representation across Northern Ireland’s public bodies. While the college sector plays a vital role in social and economic inclusion, the composition of its governing bodies has not always reflected the communities they serve.

Governance Overhaul Following Accountability Concerns

The recruitment follows a turbulent period for the college’s governance structures. In November 2025, the Department for the Economy’s 2024–25 accounts revealed “delays and quality issues in the information supplied by the Northern Regional College,” contributing to the Department’s second consecutive disclaimer of opinion from the Comptroller and Auditor General.

Permanent Secretary Ian Snowden noted at the time: “The Department has increased direct engagement with NRC’s Governing Body, Accounting Officer and senior management team, appointed a Chair with strong experience in addressing governance issues, and introduced a new oversight regime.”

That appointment saw Colm McKenna, a former banking executive with extensive public sector board experience, installed as Interim Chair from 9 September 2025 for up to 12 months. Mr McKenna previously served as Chair of South Eastern Health and Social Care Trust and Interim Chair of Invest NI. Speaking at his appointment, he said: “It is a privilege to take on the role of Interim Chair at such an important time. The new Ballymena campus represents a major investment by the Department for the Economy in skills, education and the future prosperity of this region. I look forward to working with the Governing Body, staff and students to ensure the College continues to deliver the highest quality education and training.”

Earlier this month, on 13 April 2026, the Minister appointed three additional interim members—Ms Paula Leitch, Mr David Nichol, and Mr Sam Snodden—to serve for up to 12 months. These interim appointments were made under an exception to the Commissioner for Public Appointments for Northern Ireland Code of Practice, bypassing standard competition procedures.

Questions Over Long-Term Stability

While the launch of a full competition for six substantive members signals a move toward stable governance, several questions remain unanswered about how the college will prevent a recurrence of the financial reporting failures that damaged its reputation.

  • How will the new Governing Body ensure robust financial oversight mechanisms are embedded to avoid the information quality issues that plagued the 2024–25 reporting period?
  • Will the recruitment process successfully attract candidates from the specified under-represented groups, given the tight three-week window for applications?
  • How will the relationship between the new substantive members and the recently appointed interim governors be managed, particularly regarding the transition of oversight responsibilities?
  • What specific governance training will be provided to ensure members can effectively scrutinise the college’s strategic direction while supporting its expansion?

The appointments come as Northern Regional College works to finalise its new strategic plan for 2025–2028, following the expiration of its previous 2022–2025 strategy. With the college seeking to grow its higher education provision and expand apprenticeships in areas such as cloud computing and cyber security, the incoming governors will face the dual challenge of supporting educational innovation while ensuring the rigorous accountability demanded by the Department for the Economy.
